Mandatory electronic invoicing and real-time reporting will be introduced in phases from November 2028, ahead of the European Unio’s VAT in the Digital Age (ViDA) requirements in July 2030.

The change involves more than replacing paper invoices or PDFs. Companies will need to create, exchange and process structured invoice data, connect invoicing workflows with finance or ERP systems, and report specified transaction data to Revenue.

The first mandate is still more than two years away. However, system changes, data preparation, integration and supplier onboarding can take time. The best advice is that businesses should begin assessing their readiness now.

Consultation and Confirmed Rollout

Ireland’s e-invoicing program has moved beyond consultation. Ireland’s national tax authority, officially called Revenue Commissioners (or just “Revenue”), launched a public consultation on VAT modernization in October 2023, which closed in January 2024. Following stakeholder feedback, Revenue confirmed a phased implementation plan in October 2025.

Guidance published in 2026 then defined the large corporates included in Phase One and confirmed that all Irish businesses must be able to receive structured e-invoices from November 1, 2028. Businesses now have firm dates around which to plan, although detailed technical specifications are still being developed.

Ireland’s E-Invoicing Timeline

From November 1, 2028: Mandatory e-invoicing and real-time reporting for domestic B2B transactions. VAT-registered large corporates must issue e-invoices and report relevant data. All Irish businesses must be able to receive structured e-invoices.

From November 2029: Domestic requirement expands. VAT-registered businesses engaged in cross-border EU B2B trade under zero-rate VAT arrangements must issue domestic e-invoices and report relevant data.

The receiving obligation is important. From November 1, 2028, every business in Ireland must be capable of receiving and processing an e-invoice from a supplier required to issue one, even if that receiving business is not yet required to issue e-invoices itself.

Phase One Rollout

Revenue defines a large corporate for phase one as a VAT-registered business:

whose tax affairs are managed by Revenue’s Large Corporates Division; and

which is established, or has a fixed establishment, in Ireland.

These businesses must issue structured e-invoices for domestic B2B transactions and report a subset of relevant data to Revenue from November 1, 2028. Revenue has said it will contact businesses included in this first phase.

E-Invoicing Formats Required in Ireland

An e-invoice must be issued, transmitted and received in a structured electronic format that allows automatic processing. A PDF attached to an email may be digital, but it does not provide the structured data required by the new rules. Revenue has confirmed that PDFs and scanned paper invoices will not qualify.

Compliant e-invoices must follow the European standard EN 16931. Revenue has indicated that invoices will use a structured format such as XML. EN 16931 defines the required business information and rules rather than prescribing one file format.

Ireland’s public-sector e-invoicing environment supports syntaxes including UBL and UN/CEFACT CII, with Peppol BIS used as an important implementation specification. However, Revenue has not yet published the final syntax, transmission method or detailed data specification for the domestic B2B mandate. Businesses should prepare to handle structured data without assuming that one particular format has already been mandated.

Real-Time Reporting to Revenue

Under Ireland’s planned model, specified data from an e-invoice will be reported digitally to Revenue. This is a major shift from periodic VAT returns containing aggregated sales and purchase figures.

Revenue has stated that the reform changes invoicing and reporting processes- not VAT rates, payment rules or the way liabilities are calculated. The aim is to integrate reporting with normal business transactions, to improve data quality and make discrepancies easier to identify.

VAT in the Digital Age (ViDA)

ViDA is the EU program for modernizing VAT administration, adopted in March 2025. From July 1, 2030, businesses involved in qualifying cross-border EU B2B trade must issue structured e-invoices and report specified transaction data digitally. This deadline is a driver behind Ireland’s earlier domestic phases, giving businesses and Revenue time to build experience before the EU-wide requirement takes effect.

Businesses operating across multiple markets should review Ireland alongside other national mandates. The UK plans to introduce mandatory e-invoicing from April 2029. Read our guide to e-invoicing in the UK for its separate timeline and Peppol plans.

Peppol in Ireland

B2G E-Invoicing

Irish public bodies have been required to receive and process EN 16931-compliant e-invoices since April 2019 for central government and April 2020 for sub-central authorities, for contracts above applicable EU thresholds. It’s important to note that suppliers are not currently required to send e-invoices to public bodies.

The infrastructure runs on Peppol, with the Office of Government Procurement (OGP) acting as Ireland’s Peppol Authority. Businesses connect via a certified Access Point, using Peppol BIS Billing 3.0 with an Irish Core Invoice Usage Specification (EI-CIUS), based on UBL XML aligned with EN 16931.

For more on Access Points, Peppol BIS and the network model, read our complete guide to Peppol.

B2B E-Invoicing

Ireland confirmed a phased domestic B2B e-invoicing mandate in October 2025, using the same Peppol infrastructure already in place for public-sector invoicing. Structured formats must comply with EN 16931 meaning PDFs do not qualify. Peppol is confirmed as the transmission network, though some technical specifications are still to be published.

The confirmed rollout has three phases:

Phase 1 – November 2028: Large corporates managed by Revenue’s Large Corporates Division must issue structured e-invoices for domestic B2B transactions. All Irish businesses must be able to receive them from this date.

Phase 2 – November 2029: The mandate extends to all VAT-registered businesses in intra-Community B2B trade.

Phase 3 – July 2030: Full e-invoicing and digital reporting required for all intra-Community B2B supplies under EU ViDA.

How to Prepare for the Ireland E-Invoicing Mandate

With Phase 1 starting in November 2028, now is the time to assess your readiness and close any gaps.

Establish whether Revenue’s Large Corporates Division manages your tax affairs and whether key suppliers fall within Phase one.

Map how invoices are created, sent, received, approved, archived and reported across every entity and system.

Verify VAT numbers, legal entity details, addresses and purchase order references.

Check whether your ERP and finance systems can generate and process EN 16931-compliant structured data.

Confirm your software provider can connect you to Peppol via a certified Access Point, discuss roadmaps and integration options, and ensure your approach can support multiple formats and markets as the mandate expands.

How Can TrueCommerce Help?

TrueCommerce helps businesses exchange structured invoices, connect with trading partners and integrate e-invoicing with existing ERP and finance systems. Phase one starts on November 1, 2028 for VAT-registered large corporates whose tax affairs are managed by Revenue’s Large Corporates Division and which are established, or have a fixed establishment, in Ireland.

Is a PDF an e-invoice?

Not under Ireland’s planned mandate. A compliant e-invoice must contain structured data that enables automatic processing and comply with EN 16931.

Will every Irish business be affected in November 2028?

Yes, at least on the receiving side. All businesses in Ireland must be able to receive structured e-invoices from suppliers required to issue them.

Will Ireland use Peppol for B2B e-invoicing?

Peppol supports Ireland’s public-sector model, and Revenue is working with the Office of Government Procurement on future infrastructure.
